The Major Achievement of
METU Graduate Turkish Cypriot Computer Engineer
Mr. Birol BETONCU
Mr. Birol Betoncu, a Computer Engineer and graduate of Middle East Technical University (METU), who is well known in the technology and business communities—particularly within the Turkish Cypriot insurance sector—has introduced an unprecedented technological application to our insurance industry.
I find it necessary to make this statement in order to inform the public and to place this remarkable technological achievement on record.
As of 17 November 2025, a system has been developed that definitively and centrally controls the collection of Compulsory Motor Insurance premiums paid in full by credit card. This system, which possesses a unique and unmatched structure on a global scale, has been implemented for the first time in the world by METU graduate Computer Engineer Mr. Birol Betoncu.
Today, for any computer engineer worldwide seeking to develop a similar application within the insurance sector, the sole pioneering and reference example is the system created by the Turkish Cypriot software developer Birol Betoncu.
Furthermore, when the historical development of the Turkish Cypriot software industry is documented, Mr. Birol Betoncu will also be recorded as the individual who carried out the first software export to Kosovo. I firmly believe that such an achievement deserves to be crowned with a distinguished national award or an honor of merit in our country.
Accordingly, under the auspices of the Leader of the Turkish Cypriots, President Mr. Tufan Erhürman, I respectfully submit to the discretion and appreciation of the insurance sector that the Turkish Republic of Northern Cyprus Insurance and Reinsurance Companies Association promptly present Mr. Birol Betoncu with a historic award in recognition of this outstanding achievement.
